Chargers that have not been certified by the CCC pose significant safety risks. To illustrate, in the three northeastern provinces, there has already been an incident in which a user charged their mobile phone with a charger that had not undergone CCC safety certification. While making a call at the same time, the substandard charger caused an electric leakage that was transmitted to the phone, tragically resulting in the victim’s death from electrocution. The Consumer Association’s research has revealed that today, the market is flooded with various universal power adapters—many of which are chargers—that have not been certified by the CCC. Most of these power adapters fail to meet safety standards and could potentially lead to hazards such as electric shock, fire, or burns for users.
The small charger is the most frequently used electrical appliance in our daily lives. Any hidden hazards in its connection can lead to dangerous working voltages, and the quality of the product directly affects users’ personal safety and financial security.
Potential hazards that may arise from chargers with unqualified safety factors include:
1. Potential electric shock hazards caused by insulation layers of components being penetrated or excessive current flow coming into contact with them;
2. Under normal operating conditions, a load exceeding the standard, malfunctioning electronic components, or loose connections can all potentially lead to overheating of the mobile phone, posing a fire hazard.
In 2001, China’s General Administration of Quality Supervision, Inspection and Quarantine and the Certification and Accreditation Administration issued a notice announcing the “First Batch of Products Subject to Mandatory Product Certification.” Since then, following numerous adjustments, the current CCC certification catalog now covers two main categories of power adapter products: First, power adapters (including chargers and dischargers) that are accessories for audio and video equipment; and second, built-in switching power supplies and power adapters, as well as chargers (power adapters that are accessories for information technology equipment). Power adapters that have undergone CCC certification meet China’s mandatory standards in terms of electrical safety and electromagnetic compatibility performance, ensuring their safety.
In response to this situation, the China Consumers Association specifically advises numerous users:

1. Chargers belong to a category of power adapters, which are everyday electrical appliances that we use extensively in our daily lives. Their primary function is to convert the potentially hazardous 220V AC current into a suitable output voltage for powering various electrical devices. Although chargers are small, their quality directly affects personal safety—especially when they’re used while simultaneously charging batteries.
2. When purchasing switching power supplies such as chargers, users are requested to ensure that the charger (power adapter) bears the CCC mark.
3. You can verify the authenticity of the CCC mark by checking the website of the Certification and Accreditation Administration.
